I've noticed that there are separate drives for tiredness (6) and sleepiness (7). From looking at the (CFE) ChiChi genome, it looks like both are reduced when a Norn sleeps, but only sleepiness seems to decrease when a Norn rests. So what do these two drives actually do?

Well I don't know if I'm right but here I go! In the real world tiredness is what you would use to describe physical fatigue while sleepiness is connected to the mind. So that means that in the game tiredness is increased when the norn is moving while sleepiness increases all the time only slightly faster when the norn is moving about. In fact in the norn, rest should only put tiredness down and not sleepiness but that is probably an edit to the CFE genome

think for creatures is it about so: tiredness forces them just to lay down and take a break, sleepiness makes them lay down, close the eyes and really sleep so that they have that funny zZz above them.
