My friends who do felt crafts use fluff, mesh and felting hooks. It's terribly messy. >_>
Embroidery is really hard. I was thinking button eyes and nose, because there are a bunch of specialty craft stores where I live and one of them sells just beads and buttons. Although getting the right kinds are hard.

I love tapestry crochet. 
I also have a great abundance of worsted acrylic yarn so my hook choice is a little limited.
As for your felt suggestion, I originally wanted to use felt for the features but I don't actually have all the colors I would need. I'm missing black and pink, for example. I also looked for some at the yarn shop I visited today but couldn't find any. :C

Felt might also work, depending on what the rest of the doll is made of.
I'm thinking that I might try making one with a much, much smaller gauge (steal hook sized) at some point. Tapestry crochet FTW!
