An option would be to create some COBs/agents that allow for moving around and easier navigation on a touch screen, so Windows tablets and phones running W10 could be used.
Technically that would probably also allow teamviewer sessions or something via a phone to a windows PC running the games.
Other than that I'm not really sure what you mean with shifting it to a smartphone game, are you going to convert the games? Create a new one?
The best you can hope for is a VNC or other screen-sharing solution, like TeamViewer above. However, since Creatures requires a lot of fast-updating bitmaps, it won't run or look good, as that's the worst case scenario for screen sharing. Even tunneling over SSH is... iffy, and that's getting entirely out of the realm of phone software.
If you have a tablet with an x86/64 processor like the later Surface line, then it can be run like any other desktop application. x86/64 phones are very rare (running a full-fledged desktop OS even rarer), but you could research the topic-- they do exist... I'm dimly aware of there being x86 emulators floating around in the app ecosystem as well, but I can only imagine similar performance issues to screen sharing.
We don't have the Creatures source code, so no amount of game development nor legal experience is helpful when it comes to putting it on the typical smartphone - it was only compiled for x86.
It's a shame; the UI adapts to touch pretty well even without helper agents. It would be an excellent candidate for a port right now, if the source was available.
