This a genetic breed which could be easily done for C2 and C3 but not so for C1. Norns which have extreme mutation rates! The mechanism is simply. Instead of going through all the genes simply make a receptor gene which causes the chance and degree of mutation to rise when the creature has ATP. Which all live creatures have
Is there a breed that already has this quality?

Rapidly mutating creatures? Yes
Creatures mutating after the concept you presented? AFAIK no
Sounds interesting. When will you start?

I can make them in seconds! It only requires 2 new genes! Its what to base it on is the issue...
For creatures 2 I am thinking the nova subterra or canny norns but I have no idea for C3... Any ideas?

For C3/DS you should either take an ordinary genome like Bengal or ChiChi (please take of the C3 ones the expressive version ) or you pick one of the CFE genomes.

I thought the CFE genomes were based on the expressive genomes anyway?

Yes, they are and all breeds that come with/after DS are too.
I've meant if scoota takes the original, not-CFE genomes of C3 he should use the expressive ones.
