Try rebooting.
Failing that, reinstall C3 (you can still keep your files)
Failing that, try asking someone else. That is the extent of my knowledge.

I'd try making a new world first. C3 likes to freak out every now and then. If that works, but you want to save your old world, you might look into finding the .cos file associated with speech bubbles and try reinjecting it. |

Try typing this into the CAOS command line:
enum 1 2 3 part 1 fcus next
This may or may not work because of how the game handles the command line, you might be better to enter it into a blank .cos file and inject it via the COAS tool.
(To get the command line open and to close it when you are done, hold ctr+shift+c.) |

Actually I don't like answering so old topics, but Laura redirects the people from a newer topic to here and I think my info is helpful.
As mentioned before can anybody with this problem try to fix it with reinjecting the cosfile. Open the CAOS command line (see Moe's post) and then use one of these commands. In...
...C3 alone:
...DS alone or C3 + DS docked:| ject "DS textentry.cos" 7 |
Only do this when Moe's command fails.
