Well, the file in question, COMCTL32.OCX, comes from downloading Creatures 1 Genetics Kit. At the end of the installation COMCTL32.OCX fails to register on windows 8.1 (or a 64-bit OS in general). This happens because the installer doesn't extract the file into the SysWOW64 folder (C:/Windows/SysWOW64), instead it is extracted to the System32 folder (C:/Windows/System32). Since the file in question is a 32-bit file it needs to be placed in the SysWOW64 folder so that it can be properly registered on a 64-bit OS. If left in the System32 folder it seems to be unrecognized and even if you tried to register it manually it would say that it wasn't able to locate COMCTL32.OCX and would tell you to make sure that it is in the correct folder.

If Creatures 1 Genetics Kit already works on your computer then it's safe to say that COMCTL32.OCX is already registered on your machine and it should be located in the SysWOW64 folder - following the steps above would be completely pointless, but if you try to run the Genetics Kit and an error box pops up saying: "Application failed to start because COMCTL32.OCX was not found" that would be a different story, and you would most likely need to follow the steps listed above so that the file can be registered correctly on your 64-bit OS.
Unfortunately, I don't think that this would be the fix that you are looking for to help you get your Creatures 1 applets to load properly - it sounds like it's a compatibility issue to me. My step by step guide is so that the COMCTL32.OCX file can be registered so that Creatures 1 Genetics Kit can run without failing to start on a 64-bit OS because it wasn't able to be registered by the installation program. Without having COMCTL32.OCX registered, all of the kits on Creatures 1 still open and run correctly on my computer with a 64-bit OS. I'm thinking only the Gentics Kit's for Creatures 1 to Creatures 3 are affected. Though, I cannot say this with a large amount of certainty, but I can confirm that this works to register COMCTL32.OCX, which in turn makes it possible to use Creatures 1 Genetics Kit, because I used it quite recently on my desktop that uses a Windows 8.1 64-bit OS, and I encountered no issues at all after registering it. With Windows 7 and Windows 8.1 I have literally had no problems with the GoG.com version of Creatures 1, but I cannot say anything about how well it works on Windows Vista, because I myself do not own a computer with a Windows Vista OS. I hope you can find something that can help you get the applets to load properly since in my opinion they are definitely needed!
