In C3/DS, if the drive organ dies, does that mean that the norn's drives are permanently frozen in whatever state they were when the organ died? So no matter how much they push toy, they're still bored, and no matter how much they eat food, they're still hungry for fat?

Depends. I guess you refer to the organ right at the beginning of the genome, directly after the genus gene.
It basically is just an interface, so agents like the Hoverdoc can check the drives easily.
The problem is: it's also the interface between chemistry and brain. Even though the chemical for the drive is gone and the need actually is satisfied, the brain won't understand, so yes, somehow they are frozen.
This'll even happen when the cause of the drive is satisfied, e.g. it is hungry for starch, though starch itself is at maximum.
