Yes, it's very much spam. I get these e-mails on an annoyingly regular basis.
If you look closer, you'll notice that the grammar looks a bit odd, and the whole e-mail looks nothing like the official E-mails the Hotmail team sends (the official e-mails make colorful banners; the spammers just send a normal e-mail). On top of that, look at the e-mail address of the sender. Official e-mails come from communications@microsoft.windowslive.com. If it's from any other address, it's spam.
In short: Junk it. If you reply, you'll regret it.
Edit: E-mail address of the e-mail address? Syntax fail at its finest.

Thanks Grendel_Man. I had my suspicions when it asked me for my password, but thanks anyway for clearing it up! |

While we've got this topic, there's a scam still going around where you're phoned by someone claiming to be from Microsoft and persuaded that your computer needs fixing.
They guide you through some steps to enable remote access to your computer, and then they can peruse it for your banking details, or use it to attack other computers. They then charge you for the privilege.

Thank you.

Maybe I should change the topic title then? |
