When I started developing websites as kid with FrontPage, I used FortuneCity as free webhost along with Dutch ones. I don't know anymore how much space/bandwidth you'll get, but it was a reasonable amount. A drawback: You'll get loads of ads.
At this page you can find some more (free) webhosts. 
I'll recommend learning developing a website from scratch with HTML and CSS. It's very easy and quick to learn, plus you get infinite amounts of freedom at how your site looks.
Frontpage and other WYSIWYG-editors are pieces of junk. 
When your site grows, you must consider a paid webhost. You'll get much more benefits than any other free webhost. They're really affordable.

I used bravenet for a long time. It seemed to work fine. Not the largest bandwidth and they have some free tools/addon's too. The adds weren't too heavy in my opinion for a free site. Just at the top and bottom.
