If you hover your mouse over the icon, a yellow label will appear that tells you what it does.

Modern browsers does not show the alt-labels as tooltip anymore, but I know that IE still does.

Yeah, the bug where IE shows the alt-text of images on mouseover is usually fixed in browsers like Firefox or Opera. Plenty of plugins to get it back though, as many people still wrongly use the alt tag to add tooltips to images.

The ALT attribute is used when your browser can't find/display the image so it shows text instead.
In contrast to the ALT attribute, the TITLE attribute is used for providing extra information (a.k.a. tooltip) for a link, image etc. when you move your cursor to them.
It is also supported by Microsoft Internet Explorer 5.0 and higher, just not correctly. When you use both ALT and TITLE it just shows ALT as tooltip. But according to the W3 Consortium the TITLE must be used for tooltips.
You can also use CSS/Javascript for neater tooltips.
Sorry Rascii being your site not web standards complaint.

I get it now
I always knew the original purpose of alt, but I thought the tooltip was just a friendly addition |

Clicking the pencil icon allows you to edit your post. It's really useful when you want to add something onto what you've already written. |

Then you can't post to CCaves but you can still browse it. Otherwise with a ban where you will be fully blocked from the site for a period.
If you want to know more about the site then you can look here.

When the existing moderators and admins are impressed with your behavior and maturity they will offer to make you one. Assuming they need one.

Being a helpful person is not the only requirement for a moderator/manager. You need to be familiar with the rules and be ready to maintain the site on a very regular basis.
By the way, why are you using an other account? If you forgot your password you can send it to your e-mail.

Do you own a computer at home, Augustus? I think it would be better if you could set up your own account from there. I think sharing an account from Max's computer will get a bit confusing, especially if you both want to use the site at the same time like you are now. |

Specifically, the forums with the sun icon are the Moderators/Managers/Administrators-only forums. |
