Odd, sounds like a mutation... He may be feeling like he is suffocating if fear shot all the way up like that. Possibly an issue in his lungs or digestion that aren't letting him get the normal amount of oxygen in his system. Look at his muscle health... If he IS getting that feeling, it's because his muscles and lungs are burning from a lactate buildup... lactate normally builds up when oxygen is low, his muscles will deteriorate if it stays in his system for too long.
All the new genes regarding the lactate cycle I made not able to mutate, because they have to do with cell respiration, but the response can mutate, and obviously other things can mutate to make them have less oxygen in their systems or to make extra lactate (it would have to be a lot though, it gets metabolized pretty quickly).
All I can do here is make their drowning response a little less finicky (though when drowning, by the time oxygen drops very much from the base level it's typically too late for them to do anything about it, which is why I have it go off practically as soon as oxygen in their blood starts to dip... the level is typically kept very stable by normal creature metabolisms unless something is quite wrong)

You might be interested in knowing that the first baby I got from this pair was constantly scared. Like his meter was entirely full. He wouldn't eat, sleep, or do anything. All he did was repeat over and over that he was very scared.
The only way I found to calm him was to give him the cuddly tree from the treehugger pack. He became addicted to it and would walk away just long enough to eat before walking back and pushing it more.
