I'm partially Apache & Shawnee (more than 10% though I never remember the exact percentage) and I honestly think there's nothing wrong with this breed so far? Like it's nothing like some awful Cleveland Indians racist redskin caricature, it's actually respectful and not even specific! Is it supposed to be native american? native inuit? native australian? who cares. Who cares. Not an actual native person, that's who.

....Honestly I don't think this is a topic for this website so perhaps we can stop before this goes any further?
As for the sprite itself, I think it looks good. My only suggestion would be that the spots and the face markings follow the head so to speak. Instead of the markings looking straight they should curve with the norn's cheek, if that helps get the idea across.

I don't see how these Norns belittle or hurt that culture, although I am talking from an outside perspective. If Congested had named them after a specific tribe, or had them wear headdresses, then that may be a different story.

Words mean things. No word is "just a word." The words oppressed people use to describe themselves as contrary to colonialism especially.
It is a form of cultural experience and identity, and other people's experiences and identities are not for the taking.

That being said, it is just a breed name.

I don't think "native" is a good description of this norn. The native peoples you are referencing are from a myriad of oppressed cultures across the world and painting your(or a norns) face and calling it native presents a harmful stereotype. Maybe "painted norn" would be a better description.
